The age old question of how long do you have to occupy an area before it's yours, at least it's nice to see others being aware of this dilemma, because you can apply this globally to almost every single piece of land.

That's not news, even the most strict sense of genocide has them doing this for over a decade, the normal term, they have been doing it for centuries.

The way around that is to condition access to serving denser areas by also serving less populated ones. So if they want to be able to service the good areas they take their share of the bad ones.
