That can be a two-edged sword. Yes, the people that stay and cover other positions definitely deserve more compensation, but the danger is that the management will make the added responsibilities the norm for the poor employees that are stepping up. Bad Management can also use that to justify saving payroll by not filling positions quickly or even getting rid of some positions outright.
If the organization doesn't identify and fix the undelying issues from the start, it can be difficult to change them down the line, which will only increase turnover.

>culturally sterile corporate economy of strip malls, center-less, boulevard towns full of Appleby’s and Olive Gardens".

Hyperbole. I hardly think a few Little Cesars scattered around the state would constitute corporate sprawl. It actually might make some of these small town pizzarias step up their game as there are some really bad pizza places out there charging a lot for a shit product.
I think many people forget that we used to have Little Cesars all over Vermont years ago.

Have you considered an alternate form of heat to augment your furnace? Is there a chimney of some sort you could use for a wood stove? If not, then perhaps an electric oil-filled radiator heater might help keep you warm while you turn the furnace low. You could also see if someone in the area would conduct a heating audit to help identify ways to improve heat efficiency.
