You should always wear a PFD. That section of the Potomac can be pretty calm, but it can also flow quick at times. The minimal inconvenience of wearing a vest is worth not potentially drowning in the Potomac.

You don’t need any flag.

No clue about rules, but I see people launch their blow up kayaks from just west of the boathouse, along the Cap Crescent Trail. It’s not an actual launch point, but accessible enough.

Unfortunately, C&O in DC will be drained, likely into 2025. https://georgetowner.com/articles/2022/10/03/co-canal-repairs/

I obviously don't know all the pools out in the suburban hotels, but I really doubt you're gonna find one with a lazy river or water slide anywhere near the city. Space is at a premium, and hotels make more money by offering poolside bar amenities.

Not anywhere near DC, but I think the Omni Homestead has a lazy river.

For this weather to fall on a Thursday and Friday, right before a long Holiday weekend, when so many people already have off/little work to do, is just incredible.

If only it wasn’t supposed to rain tomorrow.

This was our impression when we were buying a few years ago. I liked a condo we found in MVT, so we did a pro/con list for the area. Lack of greenery, highways for local roads, and no where peaceful to stroll, were all big strikes against. I don’t know about now, but at the time, lots of people were talking about MVT becoming a young family neighborhood. I just didn’t see it.
