Animals don’t need to get through the tunnel I’m not sure why you’d need or want them to. The animals existed before the tunnel was built and they certainly don’t need the tunnel to continue. I can’t see any reason for needing to let any animals through.

That era of Japan, and still prevalent less so today there was a huge focus on family and honor. Many Japanese thought the empower to be godlike and him surrendering was seen by some to show that the entire empire of Japan was weak and there was no honor in surrender.

This post is about public housing though that is subsidized and maintained by the government. Public housing may seem like a generic term but at least in the US it has a fairly specific meaning.
