I don’t believe the stage requires anything. The city required employers to provide 40 hours, but that ended on 12/31.

I spent a lot of time in West Philly during grad school, and live in East Passyunk now. I'd pick East Passyunk over West Philly any day. Parking is awful in both places. You'll find psychopaths who've lived in South Philly for 40 years putting out cones and raging when anyone moves them, and you'll find idiot Penn kids parking daddy's car wherever the fuck they want and leaving it there for decades in West Philly.
West Phily is subjectively prettier, with more trees and wider streets for sure. There are pockets of pretty in East Passyunk, and Dickinson Square, Columbus Square, and Jefferson Square are an easy walk. You can't beat the coffee shops and restaurants in East Passyunk - West Philly just doesn't compare. Same with grocery stores - depending on where you end up, you can get to three Acme's, a Sprouts, Whole Foods, and Giant within 5-20 minutes on foot. The Italian Market is right there for cheaper produce (that you should use ASAP) and meats/fishes.
I'm biased because I bought a house in East Passyunk, but I think it's the superior neighborhood., particularly due to local amenities and ease of access to the remainder of the city.

I'm all about pedestrianizing east passyunk, but the part of Capitolo at the corner of 9th and Federal is currently a well-used kid's playground. Beyond that heading towards 10th is a recently renovated/updated soccer pitch, and beyond that is the community garden. Heading towards Wharton is the basketball courts, which are heavily used. Which of these gathering spaces for our community do you recommend we get rid of so that tourists can park their fucking cars?
Make "Walk East Passyunk!" a thing, recommend people park at Constitution Health Plaza and walk down the Ave starting at Broad. Getting rid of greenspace and public park space for a parking garage sort of defeats the purpose of making a street car-free.

Independence covers (I think!) all of the Penn Health system, which is a LOT of docs. I've never had an issue seeing my doc, a specialist, scheduling routine testing within a reasonable timeline, etc.

When I got a new car I knew that first ding or scrape would make me really mad, so I hit a pillar in a parking garage right away so I could only be mad at myself. At least that's the way I've justified my idiocy.

My best guess is that people are simply too stupid to realize what it's for. Maybe if they changed the name to "FREE PASSENGER PICKUP WAITING LOT" then more people would utilize it. "Cell phone waiting lot" just isn't clear enough for people to understand what it's for, and that it's free.
I refuse to believe that people know what it's for and choose to park on the side of the road just to be assholes.

Unfortunately for most insurance companies you’ll have to. This happened to me last year and it sucks. I think I got my deductible back a month or two later.

The enzymatic sprays designed for animal urine smells (Nature's Miracle, etc.) work wonders for dead animal smell, too. I'd snag a bottle, get on a ladder or chair, and spray the SHIT out of that space the big guy died in!
