That would involve trying to track it down.
In any event, it's entirely the same story, which is that the NYPD has virtually zero interest in investigating these types of crimes.
I can also guarantee you that nobody is going to do any time at all for this.

No, it's clearly the fault of those cyclists rolling through stop signs (not motorists rolling through stop signs though-- they are perfect angels who can do no wrong).

People want to be around people when they are socializing. When people are at work, they want to work.
If people wanted to be wheezed on by hundreds of unmasked strangers every day, then their employers wouldn't be putting so much effort into strong-arming them back into the office.

I mean, I think the vast majority of people would prefer not to be sick all the time. Especially in a country where they are lucky to get a handful of sick days.
People tolerated being crammed cheek-by-jowl into noisy, miserable open offices because they were told it was necessary and it couldn't be any other way. Once they saw with their own eyes this was not the case, I think they started to feel very differently about the trade-offs they were told to make.

To be fair he is probably talking about the 2% of streets that are still recognizable as streets and probably mistook the others for a public dump.
It's an understandable mistake, considering that wherever he lives they probably have a modern trash collection system instead of piling it all up on the sidewalk like NYC does.
