I'm not saying that they can't but thinking that they will is just dumb. We don't even fully understand consciousness yet so saying that throwing a bunch of things together in a neural network would work is dumb.
Intelligence we know can be replicated but the only working examples of consciousness are specific to life and even then only some of life. To suggest that it would just pop up in a non biological framework that has many differences is dumb.
Of course consciousness could be made into AI theoretically but the path we are going down with AI right now doesn't show they will. I don't think many people are going to want to make conscious AI because at that point you are just making a slave not a tool.

I don’t think consciousness really matters as far as ASI is concerned, but the universe is computational, our brain exists inside the universe and is more or less a machine like any other, if random mutations on the plains of Africa can give rise to self awareness I see no reason to assume the process cannot be repeated (and much more efficiently mind you).
It just seems like another ‘only humans will be capable of X’ argument in a long list of times that argument has been proven false.
